Darcy Lemons is a senior project manager with APQC's Customer Solutions Group. In her nine years with APQC, she has led numerous benchmarking studies focused on best practices in knowledge management, learning, and leadership development. She served as senior project manager for APQC's benchmarking study Retaining Today's Knowledge for Tomorrow's Work Force and a special adviser on the benchmarking study The Role of Evolving Technologies: Accelerating Collaboration and Knowledge Transfer. Additionally, she coauthored APQC's Capturing Critical Knowledge from a Shifting Work Force (2003).

Who is the CG CKO?

Many of you know I've been banging my head against the wall trying to find the Coast Guard's CKO. I'd heard we didn't have one, but, frankly, didn't believe it. Well, now that I've not only heard it from CG-0931, himself, but received the following from the EA at CG-6, I guess I believe it:

The Coast Guard no longer has a designated CKO. When the last holder of that SES position departed the Coast Guard, the position was reprogrammed to become the Director, C4&IT Infrastructure Operations.

On the agenda will definately be a work session to address this and make recommendations; perhaps we'll recommend the CG needs a cross-cutting CKO to help address the myriad of KM issues facing the Coast Guard today.

The agenda is nowhere near finalized. As a matter of fact, aside from a tentative agreement from APQC to provide a KM keynote speaker and a few ideas George and I have, we have little. I am scheduled to be out of the office 1/22 through 1/27 covering the home front while my bride is out of town at a family funeral. Call for Presentations... KM in the CG: Moving Modernization beyond 2010

We're ready now to start building our agenda. We're going to take this lull between Thanksgiving and Christmas to start really fleshing out the content of the KM Summit.

To give you an idea of what we're putting together, check out the agenda from our Measurement Summit which we held in November 2007.

Our theme for this summit is Knowledge Management in the Coast Guard: Moving Modernization beyond ~~boxology~~ 2010.

Our purpose is four-fold:

To provide a forum for Coast Guard knowledge management specialists and experts to:
Identify current knowledge management systems and best practices
Identify the current environment with regard to knowledge management
Identify opportunities for knowledge management improvements
Determine the way ahead to better use knowledge management at all levels of the Coast Guard

KM Summit 2009 to be hosted at SpringHill Suites - Houston Hobby Airport

We are pleased to announce that the U.S. Coast Guard Knowledge Management Summit 2009 will be held at SpringHill Suites Houston Hobby Airport at 7922 Mosley Road, Houston, TX.

The SpringHill Suites Houston Hobby Airport is an excellent location for the KM Summit. Key amenities at the property include:

Complimentary hot, buffet breakfast served daily.
Complimentary high speed wireless Internet access.
Complimentary parking.
Complimentary airport transportation to William P. Hobby Airport (HOU)

The property also has a well-equipped fitness center and an outdoor pool (I don't know if the pool will be open).

Registrate for your room before February 1st, and you are guaranteed a King Bed Suite at the perdiem rate of $110 a night.

Houston Hobby Airport, located less than 2 miles from the property, is served by Air Tran, American Airlines, Delta, Jet Blue and Southwest.

Please plan on the Summit sessions starting at 0800 on Feburary ~~19th~~ 18th with the last session concluding around noon on February ~~21st~~ 20th. Please make your travel arrangements accordingly.

The solicitation/request is the same as I posted earlier with the addition of one sentence: Please submit proposals no later than 30 October 2008. We will be reviewing proposals and making a decision by November 10.

Some observers of my process have questioned why I do this work myself, rather than relying on the good folks who do procurement for a living. The answer is short and simple: I can usually get the meeting room comped based on the lodging rooms, so there's no additional cost to the government. Never have the procurement folks been able to match that. Generally, they will end up paying for the meeting room, to the tune of $250-500 (or more) a day, in addition to the lodging rooms at perdiem. The other reason is just as compelling: When I do it, there aren't any surprises. I primarilly use Marriott properties because the consistency is always there, and I know what I'm getting. We haven't been so lucky at other times.

Why Las Vegas or Houston? Las Vegas because it is the cheapest city when comparing air fare and full perdiem costs to most other cities. Every time I run the numbers, Vegas wins. Why Houston? Houston is the home to APQC, a member organization that focuses on performance excellence with a strong bent toward knowledge management. The Coast Guard is a contributing member to APQC, and I am hoping that, if we have the KM Summit in Houston, Carla O'Dell, the president of APQC, will speak to us (at no cost).

Bottom line: a month from now we'll have the Summit location locked down, and we'll then be able to work on content.

Save dates 18-20 February 2009 for the Coast Guard to host Knowledge Management Summit.

As we continue to push forward using the Performance Excellence Criteria as the Coast Guard's organizational management framework, we will continue to develop tools, systems, and processes to help with the implementation of this framework. Like the Coast Guard Measurement Summit held in November 2007, we hope to make this a gathering of experts and interested Coasties who desire to keep the organizational excellence plates spinning.
